Submit Application Form Online - e-Cert (Personal)

The personal data you provided in this form will be used by Hongkong Post and its operator of e-Cert services for provision of e-Cert services to you. Information we collected about you will not be disclosed by us to any other party in a form that would identify you unless it is permitted or authorised by law. It is voluntary for you to supply to us your personal data. Failure to provide related data may affect the processing of your application. Under the Personal Data (Privacy) Ordinance, you have a right to request access to or correction of the data about you being held by us. If you wish to do so, please complete the Data Access Request Form (Pos736) or Personal Data Correction Request Form (Pos736A) and return it to any post office or send it to our Personal Data Privacy Officer by e-mail or by post. The Data Access Request Form and Personal Data Correction Request Form are also available at all post offices.

  1. The applicant's identity must be confirmed face to face before issue of the e-Cert, as set out in Section III below.
  2. Please bring along your HKID card during authentication process.
I. Personal Particulars
* This symbol indicates that the information will be included in your personal e-Cert. Your HKID card number will be stored in the e-Cert in encrypted form. The information of your e-Cert including your email address (if any) cannot be changed throughout the validity period of your e-Cert and the accepted e-Cert will be published in the Hongkong Post public repository as required under the Electronic Transactions Ordinance (Cap. 553).
(Applicant's name, date of birth and Hong Kong Identity Card number must be same as those which appear on the Applicant's Hong Kong Identity Card. If you wish to change the information included in your e-Cert during its validity period, a new application of e-Cert is required and the original e-Cert will be revoked.)

II. Generation of Key Pair
  1. Starting from 1 January 2014, e-Cert (Personal) will be issued only with 2048-bit RSA key length.
  2. Hongkong Post will generate the key pair and create the certificate for you and deliver the selected storage medium containing the certificate file to the above postal address by Recorded Delivery.

 

III. Collection of PIN Envelope

Note: If you submit the online application successfully, you need to attend to the selected Post Office to conduct the identity authentication and the collection of PIN Envelope within one month starting from 2:00 p.m. on the next working day. The subscription fee and the cost of e-Cert Storage Medium are to be paid after the authentication process. Applications not completed within the time limit will deem invalid. Subscriber needs to resubmit the application.

 

IV. Declaration by the Applicant
I declare that :
(1) The above information provided by me in this application is true and accurate in all aspects and that it is to supersede the information provided on my prior application (if any) regarding the issuance of an e-Cert.
(2) I agree to be bound by the Subscriber Terms and Conditions as well as the provisions of the Certification Practice Statement published on Hongkong Post's web site at https://www.eCert.gov.hk, and consent to Hongkong Post making further enquiry of me necessary for the processing of this application.
(3) I expressly agree and consent to Hongkong Post's generation of my key pair on my behalf and inclusion of my personal data (including English name, encrypted HKID no. and e-mail address) in the e-Cert if my application is successful, and the e-Cert will be published in the Hongkong Post public repository (applicable to subscriber who selects Central Key Generation as key generation method).
(4) I acknowledge that once the e-Cert is issued, none of the contents of the e-Cert can be changed throughout the validity period of the e-Cert.
